CJD, the question you asked is very open-ended. Over half of clans on this server are "unlawful", and thus it's very difficult to advise you on which clan you might enjoy.

The thing is, some criminal organisations focus on taxing, some just kill everything (Xeno aligned), some do little other than fight other organisations in fleet-battles.

Corsair organisations such as TBH (ancient, respected), Benitez and OPG (New-ish), LDDLG, PM (questionable) offer opportunity to tax one of the most lucrative traderoutes in the game. However, you're time will also be largely spent defending Omecron-Gamma from invaders if you join any of these groups.
I'm not sure about other groups, but the Benitez family offer a Gunboat to all new members. The TBH may, as well, although an effort is being made by all of the Corsair factions to increase the use of fighters instead.

If you're interested in taxing, but not in being a Corsair, you might want to try the .:UOG:. union of Gold, Mollys. They often tax a lucrative route in the Tau-systems, but have regular trouble from the Corsairs. Im not sure if they are invitation only.

Outcast factions are an option if youre into territorial work, and you'll have allot of allies, but not many traderoutes run through their area of influence. Eg. [Triad] or 101st. (probably invitation only).

Last but not least, there are the Kusari criminal factions. NovaPG and Bushido. Bushido are Golden Chrysanthemums, currently a relatively small clan. They work closely with NovaPG, rather large, very powerful Blood Dragon clan. The Bushido are looking for new members, the NovaPG are probably invo-only.
However, from what I have seen, these pilots do little other than fight other factions, and are very skilled. If you lack experiance or fighter skill, you're unlikely to fit into these.
