Nvidia makes a .dds plug-in for Photoshop, as well there is one for Gimp.
Be aware though that if you're using a 64-bit installation of Photoshop the plug-in wont work, you'll need to load the 32-bit application to utilise it.

Also, the DDS converter is confusing to use. I mean, the convert button is not "highlighted" or should I say - NOT WORKING.
When it comes to frustrations - it gets complicated to me. I need someone that knows how to work with DDS Converter.

A 32-bit executable is included in all 64-bit installations of Photoshop, it just doesn't have a shortcut. If you go into the directory for the application you'll find it.
