You have to fly out could and reach corsica outer sanctum.

When Rico made that system he had to do a lot of weird things to get that black hole to work. The jumphole was the most logical of the things he could have used as an anchorpoint for that effect. They even did a little RP about there being something on the other side of it way back in the day (don't know where it went now).
