Yes, who doesn't want an ID that's so "neutral" so nobody will bother you?
Discovery is based upon the interaction of players, not "I GO WHEREVER I WANT AND SEE STUFF". If you want to discover, you'll have to do it while facing the consequences imposed on your desired ID.
Well, my Smuggler ID'ed BWT is pretty much neutral to everyone. I can do legitimate and illegal trading whenever I want and I'm neutral to pretty much every NPC Faction (Excluding Admin, Phantoms, Coalition, Nomads, Ect.) I enjoy the neutrality to be honest, if you're careful not to get caught smuggling then you can easily keep up appearenced with lawfuls.

do research ID's require Special RP?
Inter-space ID allows you to dock on Hessian and CG bases. I don't really need to dock anywhere, just fly around without being pew-pewed.
No research ID doesn't require SRP, but I am not sure do you have to ask Faction permission...it's not a warship..you can RP-it as a changed interior for research purposes ship.

you can shoot admin ID'd players. It just ends badly.
I was sitting at Newark with my firefly, next to Hoodlum. I shot him, he used 1 gun out of 6 to shoot back, and I died before I could run to the mooring point.

I understand that discovery is based upon the interaction of players, But I thought I could get an almost neutral ID, and fl around and see stuff AND interact with players. The best of both worlds. It seems thats to to much to ask, though, so I am playing single player for a while. (exploring in a britonian battle ship, with freedom to any technology is amusing me at the moment). Maybe I'll peruse my on-line exploring dream one day, but for now I am satisfied with the NPCs (They can't fill in sanction forms).

Researcher ID + Freelancer IFF works fine i think, unfortunately that ID won't let you dock on unlawful bases though:

Carrying unmounted IDs in your ship, as well as not equipping an ID, is a serious crime. The Researcher ID does not make you immune to piracy or being fined by lawfuls. Pirates and lawfuls may choose at their discretion whether to exempt you.
Anyway - as far as i know the Kusarian Exp. cannot mount any other than Class 8 Gunboat Turrets, but that may have changed since i flew mine.
