Well, sort of. It's not exactly like someone can go, "hey I'm bored and have a billion to spend, lets pick up a *insert guard ID ship here* for the lulz and terrorize *insert system here*". It sort of acts as a buffer, you have to do a few missions to let you really think about what the hell you're about to do.
But most of the people who are supposed to be affected by guard IDs simply aren't, they -still- grind for caps and they -still- do stupid things, 'tis the problem. I know they have other uses, but *shrug*
