I'm going after the letter of the law, not the spirit here. There existed, in SP, the code for a faction tag for two factions: Nomads and Wild.

Hence, they were factions in Vanilla SP.

Also, "that guy who tried to infect the president" was the Kanzler of Rheinland, iirc.
