Can't get that stupid IFF/ID

Alright, i bought a ship from a certain someone and it "was" outcast id/iff, so my plan was to switch it (oorp) over to a corsair rep ship and this is where it gets weird.

I've got zoners and freelancers green, i go to a corsair base, get tripple bribe. Now im full, totally full, repped with them. They ARE at the top of the list, and for some reason it wont IFF-ify me to them AND it wont let me buy a corsair ID.... "You must be on friendlier terms to buy this item"

Anyone know whats up here?

PS: I thought it MIGHT be because Outcasts are just neutral but is that it?

PPS: I have a merc ID currently

Haha, yes, i have a Merc one for now... Just getting tired of being told. "Only come here if you bring water!" when my inRP char IS corsair.... I'll add that to original post
