I am directing this communication to in regards to your interest in purchasing the commodity H-Fuel from Samura Heavy Industries.
First of all I must apologise for the delay as things have been quite hectic in Kusari lately.
But here we are so lets move forward.
Samura is of course willing to open up a line of purchase towards the Independent Miners Guild in this area and will apply some pressure to making this a reality.
There are some concerns coming from the State in regards to the IMG supplying the criminals in the Colonial Remnant with this product, I am sure you understand.
As such we will require your word that the fuel will be used for the purposes of keeping your assets moving as opposed to being used to fuel criminal warships that would use said fuel to continue their piratical attacks on Kusari civilians within the Tau systems.
As we are both men of honour I am sure this will go along way to having you granted access rights to this product.
Once I have your word, I am instructed to inform you that Samura will begin negotiations with the state to make this deal a reality.
I hope this goes someway to showing you the good will Samura has for your organisation and promotes further cooperation between our corporations.

Regrettably, mr Ogawa has decided to take a leave of absence and will be unavailable in the near future. I will act in his stead until his return. I hope this shall not pose a problem for you. Now, to the matters at hand.
Our intent in this contract was for Samura to supply us the H-Fuel neccesary to keep our mining fleet in the Taus supplied, as well as the refueling needs of any transports - your own included, when conducting business at our stations. Given your status as the sole distributor of this commodity in Kusari your company was the logical party to approach for such a supply contract. I can understand your concern towards the Colonial Republic, but to date they have rarely asked for any quantities of fuel that are noteworthy. I would surmise that their own logistics department, the ISE, is able to acquire it directly from the Gas Miners Guild somehow.
The Independent Miners Guild does not wish to be drawn into this conflict. If we were to supply your enemy with your own goods, that would make us little better then smugglers. You have my word on this - that we shall not use the fuel purchased from Samura to supply parties that would do Kusari harm.
But while we are on the subject of trade, are there perhaps any goods, specifically raw or refined metals, that Samura is in need of? To my knowledge both the major keiretsu have benefitted in the past from reselling the resources we mined in the upper Tau systems, especially to Liberty. While the Taus have not become any friendlier over the past year, I am curious if Samura sees any reason to change this currently unofficial arrangement.

I am sorry to hear about Mr. Ogawa, please pass along my best wishes.
Samura is pleased to announce that IMG vessels have now been granted access to the H-Fuel market originating in Hokkaido.
Just like all things in Kusari, it took some time to pass this legislation through the government, but with determination and kind words we were able to move forward with this deal.
IMG vessels are now able to transport H-Fuel through the systems of Hokkaido, New Tokyo, Kyushu and Tau-29 to facilitate the refuelling of your assets in the Taus.
I must stress that this license will not cover you for passage within the Honshu system with said commodity but I believe you would not be travelling in that direction anyway.
Also it must be noted that this license in no way allows you to transfer this product to enemies of Kusari, nor anywhere into the House of Bretonia, but you have already given your word on that matter so I shall consider that case closed.
Now onto the other matters, Samura will endeavour to keep you supplied with our own transports, but I am sure you understand when I say that our eastern fleet is quite preoccupied with keeping Kusari forces supplied as well as moving captured mineral assets out of the Seto system.
As such we will not be able to commit to any set contracts in regards to supplying your stations in the Taus.
Also in regards to Samura and IMG vessels working together in the mineral route between the Taus, Rheinland and Liberty.
Again I must stress the difficulties of our eastern fleet, but as we do value our relationship with the IMG, feel free to offer any ore you may have for transport to any passing Samura vessels and if possible they will cooperate with your assets to ensure a mutual profit margin for all concerned.

Your intent is well understood. We shall procure H fuel in Hokkaido with our own transports and distribute it among our mining fleet ourselves, as needed. The mining bases Holman and Java can handle storing a moderate amount of fuel. It shouldn't be too difficult to assign a few transports to the task, ships returning from a delivery to Narita often don't have a full cargo for the return trip. As for travelling into Honshu with such goods, there isn't a point. The mining fleets in the Omegas tend to get their fuel supplies from Republican, via the Freiburg clearing house.
Should the situation with your eastern fleet improve, know the offer stands.
