Kishiro would like to offer what we feel is a solution to this challenging political environment.
In conjunction with GMG engineers, we have determined that greater efficiency is achieved by shipping the most essential component of H-Fuel to Rheinland, that being Helium-3. Rheinland will then be able to stockpile this fuel component, and obtain Deuterium from alternate sources that do not require transit through Kusari.
With some new infrastructure invested on Mannheim Station, we can offer a ready supply of Helium-3 shipped out from the Sigmas, starting in the new year. Rheinland will then be able to manufacture its own strategic reserve of H-Fuel onsite, and will spread out sovereign risk, not having to deal solely with the Kusari Government for passage rights.
We at Kishiro are ideally placed to act as a third party, delivering Helium-3 direct to your nation. This will avoid any political sensitivites surrounding the passage of Kruger vessels into GMG space. Apart from this, you can expect that the GMG, and indeed Kishiro, will have no difficulty in working with Rheinland shipping companies such as RepEx, or any number of third-party transport groups.
It must be stressed that this is a significant economic and political outcome for your nation. We urge Kruger and the Rheinland Government to make the necessary facilities available on Mannheim. You can expect the first shipments of Helium-3 to be arriving in the new year.

Konnichiwa honorable Rheinland Kanzler! It has come to the attention of Kishiro that a new business investment and venture needs to be discussed with the House of Rheinland. What I am talking about is the new Helium-3 mining ventures procured in the deep Sigma systems, and what impact this may have on the economy and markets of Rheinland. We are willing to export this valuable substance to Rheinland, and are eager to discuss how we may go about doing it. This Helium-3 will aid in the production and creation of H-fuel.
Rheinland welcomes reaffirmed economic relations with our friends in Kusari. Any business deal resulting in the import of Kusarian H-fuel into Rheinland would be most welcome too. I am sure I don't have to inform you have how taxing a war can be on fuel reserves.
