Is it really necessary? It seems to be a little extreme... Flying through Kusari, and one Samura NPC turns absolutely everything remotely lawful hostile. Bases. Planets. Kishiro. Police. Military. Republican Shipping. And Samura NPCs aren't exactly hard to come by in Kusari, except during peak hours when no NPCs spawn.
Would it be possible to rephack their respective reputations to the point where they're not allowed to dock on each other's bases, but not red enough for NPCs to automatically start shooting? The GMG and Samura are rivals, but I didn't think they were actively at war in the trade lanes of Kusari.
