I'm sorry, but he had every right to shoot you, GRP need no excuse to shoot you if you're Sirian, they hate you. He can make up any excuse he likes. He is after all supposed to be corrupt. Regardless of what he logged to kill you, regardless of how, you were caught somewhere you shouldn't have been. As for docking, if a member of the GRP is shooting you outside of an EFL facility the EFL are far more likely to side with the police than a junker. Especially because the EFL know exactly what the GRP would do to them if they didn't.
