Today the Liberty Navy and LPI had chased a Cardamine smuggler from California to, suddenly... Rochester. You will be provided the logs and, actually, there is an addition inquiry directed to the Congress as the organization claiming administrative privileges over the Rochester base. You will receive the said documents in 6 hours.

This situation is not an unique one, unfortunately. Basically, this is what me and my colleagues from Liberty Navy, Liberty Police Incorporated and, occasionally, Liberty Security Force, see on daily basis. For a reason the Rochester base attracts the most discreditable individuals in all Sirius, namely the murderers, terrorists, thiefs and crooks, numerous smugglers bringing the Cardamine, chemical weapons or counterfeit software for calibration of the said weapons to Liberty. According to our information, the Rochester slowly turns into the center of the black market of Liberty day after day and nothing changed for years.

As you mentioned many times before, the Congress as the organisation taking the authority and responsibility over Rochester station is more than interested in cooperation with Liberty authorities on the matter. The aforesaid case is currently a matter of investigation.

Joseph Saveira, born on Houston, an actual Rochester resident is giving us the necessary testimony regarding this case. He will be kept in Investigation Office in Manhattan's Metropolitan for the next 72 hours as his citizenship status is being checked. We would also like to question him regarding the other cases involving Rochester and its residents. Additionally, as mister Saveira is the defendant in the case involving vandalism and plunder of the property of the Republic, we believe that he will be helpful.

The same applies to the Congress. Even while bearing the status of collective property of Junkers, this station located in the Liberty Core space is a subject for any legal procedures applied within the investigation process. This includes conducting the search on the premises located in the area under the direct authority of the Republic regardless of the ownership.

Basically, this is a suggestion for the cooperation that will, as mister Saveira said, keep our relations "mutually satisfactory". I guess you know the amount of cases involving Junkers, Congress or Rochester being in the archive of investigation and we will see the acceptable position of Congress regarding the search warrant being approved.

It's in no way an attempt to oppress the Junkers in Liberty space, but the measures took to ensure the safety of both Liberty citizens and Junker stations' residents, many of whom lack Liberty citizenship or any legal status within the Republic.
