Speaking about cloaks from tactical point of view. Primary users for cloaking devices should be cruisers, maybe GB, used as raiders; then LF used as scouts or spies. In other words spacecrafts that aren't able to use cloaks due to cargospace problems. So for today best reconnaissance ships are hulking cargohaulers not agile raiders and scouts. I think that cloaking device with fixed working time, fixed cooldown and no fuel consumption, will be the best solution possible.
