SE-XT-90 & Gaash_Traadish have been sanctioned for:

Server Rule 6.6 Aggressors are not allowed to destroy a trade vessel prior to issuing a demand, in system or local chat, and allowing sufficient time to respond. Demands may be cargo, credits or an RP demand, such as leaving the system. "Halt" is not a demand. You must say more than this to ask a ship to stop however you may destroy them if they attempt escape.

Consequences:
You found a trader and demanded he "Halt". He does. You issued your demand. So far, so good. Before the trader could spit out two words in response however, weapons were hot and guns blazed. Please give your attention to the above rule, in particular, the part where it says to allow sufficient time to respond. One of you were flying a Cruiser, the other a Pirate transport. The trader stopped. He was at your mercy. A little patience won't hurt.

I took everything that wasn't nailed down. Wasn't much. Sanction notices left behind.
