I'm not sure why guard faction IFF was originally set as hostile to everybody. I assume it was to make guard system defenses automatically respond to everybody.
Guard ID also gave a bit more power, but now that the IFF uses the same ID as the regular faction they are not any "more dangerous" than the regular faction. In fact, having a guard faction IFF is actually "more irritating" for the owner, since an ally will probably just target you in a fight because you're red to him.
Perhaps its time to review their default reputation if/when the systems are dissolved
It was already brought up that guard rep and IFF existed long long before the Guard IDs and isn't necessarily tied to a Guard ID nor does it need to be tied to a Guard ID. This question is tied to the existence of guard systems. Do search on guard systems. That topic was discussed dozens of times like this one.
It is simple. Take navy Guard IFF for example. In Alaska you were only able to kill transports in a cap with Guard rep, not regular navy rep. Now we are "TESTING" caps killing trans right now for everyone. So until test is over the Guard IFF is sort of in Limbo.

AD has said a few times that guard systems may be drawn down in 4.87, so... that's what I was commenting on. If they are removed, maybe the rep can be changed

Correct that it is not a guard system, however Navy Guard ships had the privilige of shooting transports in Alaska until it was made moot by the rule change, which is what he was referring to.
