Death penalty, no
Insurance, yes
How if it works this way, when a ship get destroyed, it will spawn in isolated system with no JG or JH such as Bastille and it only released after the ship owner claim to his insurance company via flhook command.
To obtain this insurance coverage, the ship owner should RP it in forum by registering their ship to insurance company.
The insurance company itself will be house corporation branch such as IC, Samura, Gateway or private corporation who earn their license from local government or admins.
Each official faction member automatically covered by insurance provided by their own faction or their insurance company
This will encourage RP, decrease suicide trading and no more kamikaze
Well, death penalty will cost this server quite a lot of active players. I totally agree with mikeJunior on this.
This was just an idea, exact numbers are as usual on dev team if they like idea. Inprisonment of ships is rather interesting idea, but it need more work on it in my opinion

[font=Comic Sans Ms]Why do you need code for this? There were players who started up insurance companies on the forums a ways back, with the same principles listed out here.
Seriously. You can do this right here, right now, without dev approval.
