Konnichiwa honorable officers of the Kusari Naval Command. I believe I spoke to some of you earlier, but I wished to open a channel to you now as well, in order to declare myself to all of you.
We, the Umisachihiko Reconnaissance Wing, are not actively participating in any actions that would further increase tensions with the Republic of Liberty. We are not engaging or harassing Libertonian forces in Kepler, and we certainly do not want another war. Though it has come to my attention that there are rumors to the contrary, I wish to quell those here and now by entering into open discussion with the members of your High Command.
I only do this because, as I mentioned to your pilots earlier, I do not want to step on any toes, and I do not want to make matters worse. If you so choose, I can link you in to the Communications Network of my Squadron here on the Neural Net as well, so that you can see what my standing orders to my men consist of. You will see that we are not acting against our government, and that we truly do want a safe, secure Kusari, as I'm sure that you all do as well.
Some of our actions may have been misinterpreted, or misrepresented, and I wish to rectify that as well.
Again, I open this channel purely to declare myself and my men, to you, so that you might gain a better understanding of who exactly, we are, and what we're doing. That is all.
Commander Tatsugami Ryuichi , your words are encouraging, yet you did not heed our earlier calls to report in. Though perhaps you are not associated with Deng: it is hard to keep track of the many cells the Kempeitai has fractured into.
I understand that since the Gaul offensive, the loss of the Emperor and the formation of the new Republic the entire structure of our forces was shaken, thrown into disarray. Now it appears that our intelligence agencies have divided into autonomous opposing sects. Without consolidation there can be no order, and trust is spent sparingly.
The words passed on from my command gave us cause for concern.
We had believed that you were involved in operations to capture Kaido Maharu of Samura from Liberty space.
We obviously advise against any such operation in foreign space. Your presence in Liberty along could Jeopardise the fragile peace that exists.
We understand that stopping Kitsune wing performing assassinations is a priority for you, however Liberty forces should be more than capable of protecting Kaido Maharu.
We do not believe Maharu to be guilty of any crime, and the spurious accusations of treason are nothing more than the vague cries typical of Witch-hunts.
I know that you have severed yourselves from the 防衛省 Bōei-shō (Ministry of Defence) Hierarchy, though I cannot compel you, I urge you to cease your operations in Liberty, recall your wing, and report to the Minister of Defence for debriefing.
I am sure we could benefit from your wings attention in-house, focused on counter-intelligence.

I am glad for your response, most honorable Chief of Staff Takahashi, and I can understand your suspicions and the difficulty you may have in trusting me or the other members of my wing. We are of course, dedicated to serving our government, whichever form it may take, so long as it is to the benefit of the Kusari people. We will of course heed your word and continue not to operate within Libertonian space, though we had previously suspended such operations on our own.
We will keep our eyes open for members of the Kitsune Wing as well, to ensure that the tension between Liberty and Kusari does not boil over into war or aggression.
As for Kaido Marahu, we have no intention of going into Libertonian space to retrieve him. If nothing else, such a retrieval would be made at the border, in Kepler or Galileo.
Of course, our mainstay function is to gather information on, and continue to secure our borders and core space against those who would do our people harm. We will of course pass on any crucial information that we acquire, to the Naval Forces.
Commander Tatsugami, arigatou: I am glad that you came to the conclusion that withdrawal from Liberty was the prudent course of action.
Though I cannot condone your mission to apprehend Kaido Maharu, I appreciate your pledge to protect Kusari and to share information.
There are a lot of troubling developments of late including: sightings of foreign intelligence vessels, an increase in artificial-life activity, and rumours of religious fanatics mobilizing. I hope your forces and ours can work in unison to eradicate these threats before they reach a critical point.
