I am Jack Ketch, pilot of a Hathor class Gunboat called "ECS-Nebula" because I acquired the Gunboat from an AI called "Occam", I have to bring materials to him for study frequently and those materials are not humans. I have no connection to The Order and I was never in Order Territory but I need to be able to work in Liberty. I am a freelancing mercenary looking for some job and I heard that Liberty has some pirate problems. For now I am in good relations with the Navy, but one of your officers told me I can't fly this class Gunboat in Liberty. So I require a license to continue hunting terrorists and disturb the unlawful smuggling networks. I need to know how much does the license costs and where could it be signed.
I hope that we can make business in Liberty.

I want to apologize for fleeing from a Liberty Officer, but i was scared of three Liberty Assault Battlecruisers in front of me, so i flew into cover of Newark Station. I now already left Liberty and i hope you will not think i am a criminal.

As I understand it, you're in possession of an illegal gunboat, frequently transporting alien materials through Liberty - Without reading our laws and you continued to stay in Liberty until three Battlecruisers chased you out., whilst you attempted to take cover behind a civilian station.
From my standpoint, you have little concern for our laws and I'm more than a little concerned how exactly this AI got a hold of Order technology and what exactly "it" is requesting you to transport.
Needless to say your request has been denied and furthermore, you are barred from entering Liberty until you agree to turn the gunboat over to the Navy at Norfolk Shipyard. We will take this action as an act of good faith and you may continue to hunt criminals within Liberty.
