Outcast/Corsair Reputation Bug?! (Solved)

Greetings,
i dont know if it is a bug or a "feature". but i will report it anyway.
Since i have my Order ID it seems something with my Reputation with Outcasts and Corsairs is off.

I restarted in Liberty to get Zoner Multibribes. After that i was running Missions against Liberty Navy and Bountyhunters in New York and Texas. Then i was shooting like a million of Bountyhunters in Order Missions.

While the Mission goes on, the Reputation with Outcasts and Corsairs is going up (Outcasts get Neutral etc.)
After the Mission, it goes down mysteriously everytime i dock somewhere or F1 to reload Missions.

All other Criminal Factions are deep green by now due to the amount of Bountyhunters i killed, only Corsairs and Outcasts remain hostile/near hostile.

If this indeed is a feature, it would be great if this was somehow shown on the Order ID (like: Cannot ally with Corsair & Outcasts).
