By the Bretonian Charter of Interstellar Law, all bases are guilty until proven innocent. They will be demolished, their crew brought in for questioning and trial if deemed necessary.
If the owners are willing to register the base before rebuilding it, then the authorities can be contacted. However, from what the captain of the Stationary.Target has just told me, I doubt they have lawful intentions. Having Bretonian pilots on board, and claiming many more as hostages hardly suggests such, you have shown your true colours.
The base will be destroyed and all aboard will be rescued.
Right let me start with a quote from the charter of interstellar law:

We demand you state your affiliation , purpose of the base , who is supplying it , also you are to release any hostages that are on the base and open the docking bays for all Bretonian authorities - unless you do so - we will continue to siege and destroy your illegal instalation.
After those terms being passed - you are charged with taking hostages and you will face court for that. Cooperating with Bretonian forces will probably lower the time you will stay in Newgate.
If you would ask for permission - state affiliation , purpose of the base, paid the license for the base contraction you would not "suffer" the consequences of your law breaking. Stop blaiming Bretonian authorities - you are the one to blaim here.
