You got a point, however, terrorists -can- pirate, in essence they can do whatever the heck they want, aslong as they dont violate server rules. So Phooms still count, cuz my first encounter with the phooms was "drop cargo, then die"

Maybe, but that's only if you count blowing them up and taking their cargo as piracy. For example, the Council could blow up any GRN/GRP transports and take what they were hauling, but they can't directly demand the cargo unless it's contraband.

Nomads (sure they wont as for pirates, but except for outcasts, everyone else thinks of them as badguys)

Order (Liberty, Kusari and Rheinland think of them as terrorists. Order can demand nomad cargo, so they can "pirate" you)

RE: Order - Don't forget that they're not the only ones who can demand Nomad cargo and 'pirate' you for it.

In all seriousness, all you need is to buy a corsair cruiser, and an outcast cruiser, and you can already go anywhere and attack anyone.
