Konbanwa, Putzkammer-sama!
First let me assure you that the imposed martial law in Sigma-13 will have no effect on the Trade Lane traffic between Rheinland and Kusari. We're not trying to lock down the trade flowing through the system, as we recognize the importance of it, truly. The martial law will have no effect on the Sigma Trade Pact either, concerning your patrol rights in the Sigma-13 system.
The reasons for us declaring martial law in Sigma-13 are simple. We've finally located an illegal base built deep in the Crow, just as we've suspected its existence for weeks if not months now. Our reconnaissance teams have spotted Hogosha vessels shipping construction and supply materials to the base, and we will not have them getting any kind of foothold in our system. Not only that, but we've also discovered other corporate shippers hauling materials to the base. Corporations that we used to consider reliable and trustworthy.
So to minimize the loss of life and collateral damage during, and what we expect it to be, a prolonged siege of the base, we're forbidding any travel outside the Trade Lane boundaries. With some exemptions, of course. Lawful traffic will flow through the Trade Lanes, while embargo breakers and smugglers will use hidden jump holes and cruise engines to reach their intended destinations. It's them that we're after, and especially the base suppliers.
