I am asking for a permission of a Cloaking Device onboard my Liner.
I am aware of the law and the fact that i need an permission for this fine piece of technology by the High Command so i can still be legally in Liberty.
It will be used for the protection of my Liner and its cargo, as well as for exploration of dangerous systems, ONLY. I hereby declear that the Cloaking Device will NOT be used for any unlawful actions.

Good afternoon mister von Goeben, I apologize for the delay in our response to your transmission, but surely you understand that the Office of Naval Command is quite a busy place.
Onto business then, after reviewing some information about you, and this application of course...I have decided that I'm rather curious, and I'd like for you to humor me.
Give me one good reason why a Civilian from Rheinland needs a Cloaking Device for a Liner class ship operating in Liberty. If you cannot do that...I cannot allow you to come into possession of such a valuable piece of military technology.

I will give you, hopefully, arguments which are good enough to convience you:
1. I am NOT a citizen or an ordinary civilian from RHEINLAND. I have the Libertonian citizenship since i have had problems with the goverment of Rheinland, so i stand CLEARLY on Libertonian side.
2. I am NOT operating in Liberty Space. I live there, i work there, i simply enjoy life in Liberty. I am not part of an "operation".
3. I would like this Cloaking Device onboard for additional protection of my Liner. Since i am working in my laboratory with sensitive datas, i do not want the Blackbox be tractored by a Rogue or Hacker when my ship blows up.
4. Since i have NEVER taken part in subversive actions against Liberty, which can be approved by many other citizens AND your database, i will NOT use this Cloaking Device for such actions.
I hope those are four good arguments for the usage and montation of the Cloaking Device on a vessel. Plus, as a trivial fith argument, i have seen two other Renzu Liners in Liberty frequently, with a cloaking device. And they were CLEARLY not part of the authority.
I am lokking forward to a, hopefully, positive reaction.

After reviewing your most recent response...I have decided to approve your request. I can't say that I find the reasons you gave me to be anything other than shallow...But, given that you are in fact, a law abiding citizen, committed to science, I've as I said, approved your request.
However, Should it be discovered that you are involved in any sort of illicit or unsavory activities, or any activities which pose a threat to Libertonian citizens, or National Security...You will be required to surrender the cloaking device to the Military, failure to do so will have severe consequences.
I do hope that you can understand our need to add such a clause to this arrangement.
i gladly accept the terms of usage for the Cloaking Device in Liberty. Of course i understand it completly that such a fine piece of technology should not be used for direct or indirect subversive actions. But do not worry, Vice Admiral, i honestly won't do that.
And, whats even more important: Thank you for your effort and the kind decision about this topic.
When the Navy needs an additional ambulance for a battle or does need my skills in any other aspects, i will gladly accept.
