It would be nice if some of the old rule explanations that I wrote ages ago were still around. But they're sort of outdated with number changes, so I understand why they were invis'd. Let's break this down sentence by sentence.
6.6 Aggressors are not allowed to destroy a trade vessel prior to issuing a demand, in system or local chat, and allowing sufficient time to respond.
Okay, you're an agressor, whether a pirate or a navy battleship. There's a trade vessel on your screen. What you need to do is start the RP with more than just 'Halt!'. Have a preset message that says somthing to the effect of, "Cut your engines and prepare to be boarded for cargo inspection." works well for naval people. Pirates, "Avast, matey, you've got a fine ship there, and you'll be stopping now if you want to keep her without holes in it!" Note also the sufficient time to respond requirement - 15 to 30 seconds, and especially if you've a trade lane down, just keep it down. Do I have to remind you - TURN YOUR IN GAME TIME STAMP ON!
Demands may be cargo, credits or an RP demand, such as leaving the system. "Halt" is not a demand.
You've already told the ship to stop in a way that shows some RP flair. Be creative - come up with two or three variations and put them on your presets. But now you have to make a demand. For the naval ship, you can even have some of THOSE on presets. "You're carrying contraband. You must pay a fine for that." or "You're carrying contraband, jettison it now." Pirates ... obviously we have the ubiquitous "2 mil or dai" demand out there. But having a preset that says, "Ye swab, if you want to live, you'll be sending me 2 million credits right now" shows SOME RP, and again, is easy to have different presets for different amounts. (I love the guy that says, "If you want to live, you'll sing me a song!")
You must say more than this to ask a ship to stop however you may destroy them if they attempt escape.
In other words, you can't just say, "HALT" and the guy keeps on going and you can now kill him. Nope, not allowed. But if you run across the silent transport - and you've put out two messages similar to what I've mentioned above (be creative, don't just copy them!) - and he refuses to stop or tries to run, then one final preset - "You've chosen to die, I see." This also makes it clear (remember I said to TURN YOUR IN GAME TIME STAMP ON earlier?) that you allowed sufficient time for him to respond, you've done sufficient RP (even if it was just 3 presets), and you can now freely vaporize him.

Agmen, what you're basically saying is that more text will allow for you to shoot people within little time, while little text with at clear and understandable demand with more time to read it won't. You even recommend preset messages with lots of text in them.
Don't you see the very obvious problem with this? And the problem with permitting people to blow up traders for "running"?
I've had this exact problem in a rule violation report I submitted, and I saw the exact problem in 2 recent sanction threads, one of those 2 is the same person I reported for doing the same thing before:
People pop up in cap ships near stations, launch one or 2 very long preset messages, and immediately start firing, because the ship they chose to target in this way is very close to a quickdock point at the moment they "made their demand".
Then when the person says wtfwasat because he didnt even have time to read the lengthy preset messages before he died, the guy who killed them says "you were running to the quickdock and I got screens to prove it". Of course he took care to take those screens, because he knew exactly what he was doing. I've seen this happening 3 times now, 2 of those the same person.
So, I think it would be better if the rule was perfectly clear and unambiguous. For example change this:

Or 15 seconds, if needed.
That way its perfectly unambiguous and clear, and possible with time stamps.
Halt is not a demand you have to make a RP demand and give the other ship time to answer.
Ots pisspoor RP to go with a 1 liner and them pewpew.
Give the trader time to respound, if the trader tryes to run CD him and repost your demand and if he does not answer pewpew him.
