Unless we enter a period of martial law common sense would dictate that the military and police forces would need the support of the people.
That support is not engendered when, as citizens, we hear a superior officer of the primary [LN] fleet issue strict instructions. Only to see those instructions ignored and then he the same officer congratulated ships when the orders are ignored.

Now, having received your message...I am a bit unsure as to it's intent, you mention martial law and common sense...but allow me to say this, were Martial Law in effect, you would see Libertonian Marines or Naval Police, patrolling city streets on our planets...this is something which does not, and will not, ever happen in our Republic.
Now you also say that Common sense should dictate the actions of the Libertonian military? While I can sympathize with that sentiment, The Liberty Navy, Marine Corps and Planetary Defense Forces answer only to The Honorable Secretary of Defense Robert McKay, and The Honorable President Powell.
As with the old nations of Earth, patrolling their territorial waters with military ships, we patrol our territorial space in the same manner.
We are not like Gallia, members of our military do not march in lockstep through our streets, oppressing the citizenry.
As I'm still unsure as to the exact intent of your message, I do hope that my response addressed your concerns, if not however, please do explain in detail.
The intent was nothing more that information passing from a concerned citizen, apologies for not being as clear as possible.
I was suggesting that the easiest way for the navy to lose popular support is to have primary fleet officers issuing very clear commands in front of large crowds. Then when the orders are ignored, instead of reprimanding the ensuing insubordination the officer goes on to congratulate the miscreant.
To onlookers this sort of thing can easily suggest hypocrisy, ineptitude or even corruption and thus can easily foster distrust in the populance.
Hence the mention of martial law, if this sort of public display continues it may be the only way to control liberty.
