Being new to the game can be very tough. There is so much information it is hard to know where to start. One of the issues is some information is years old and seems like should be deleted or updated.
For example of issue. What is the Neural Net? Is this wiki the net? When I go to google, for example, and surch Neural Net I go someplace that seems to have noting to do with discovery.
People try and tell me that I am in restricted space. First of all there is not that many people that even play this game, so upsetting the few that do seems dumb to me. But fine, so restriced, go to their faction place on this wiki and there is nothing there on how to gain access.
People want you to print your applications in one color or another, I have no idea how to do that.
From time to time there are people new that come along, seems like the older people would be glad someone new is around and try to help, at least a little.
Another issue. I am all for joining a clan. But nowhere can I see the benefits or drawback of joining say zoners or IMG.
This getting long. I started december 15th or so and have 80ish hours one my trader and about that on my Bounty Hunter. All I am doing is flying around pretty much lost. Having lots of fun, but not sure whose toes I am stepping on.
Ok first of all the Welcome Section is a good place for noobs like you to post, it has lots of handy links, and people will help you there.
Second; have you played the story mode? It should answer some of your questions - such as "what is the neural net?" and really give you a feel and basic knowledge for Freelancer, which Discovery tries to continue. If you havnt, then I recomend you play it.
3rdly, just play it like you really are a guy in space, and dont be afraid to ask people in space for help to explain something (as long as theyr not trying to pirate you!).
Overall, dont take it too seriously, and have fun.

The neural net is an in-RP term used to refer to the forums, the RP section specifically. That is where you find all your info. As for the toes you are stepping on...you are always stepping on someone's toes, you just need to be smart enough to see if you can tell the guy to bugger off.
If everything else fails, there's the /renameme command.

I'm an IMG ID trader and miner who's been working with informal groups of Pilots also flying under the IMG ID. We often find or seek out new Pilots and get them started in worthwhile ships doing mining and trading. As ya travel with us you will find a good deal of credits as well as alot of good rules/things worth knowing.

Just a small point but the OP is a NEWB, not a noob! There's a big difference. A newb is a player who knows little, makes mistakes, or is generally not very good because of his lack of knowledge and 'newbness', having just started playing. A Noob on the other hand, is a player who still makes mistakes, knows naff all and is useless even after playing for some time, he regularly makes mistakes that a newb would make even when he/she should know better. The term Noob is a derogatory term aimed to insult, the word newb is merely a descriptive of a new player. Sorry to be pedantic but some people can take offense at being called a noob, and some players like myself dislike seeing the word used.
And to the OP, discovery mod and the server can be quite confusing initially. There's no way you are going to remember all the info you read on the forums once you enter the game. The only advice I can offer is to ask if you're not sure your actions will cause a problem, some players (not all) are extremely helpful and have no problem answering your questions. It's to their benefit to educate players after all. I have found players of the official factions to be the most helpful in the past, particularly guys in the LPI, BPA and BAF.
You also might want to consider AceOfSpades offer in the reply above. IMG are a good faction, usually very active, and have some very knowledgeable members of the community in their ranks. Any help you can get from their members, even without joining the faction officially, would be beneficial to your gaming experience
