Junker banned from docking with Buffalo?

[Quorg]

So I tried docking with Buffalo on my Junker ship, which is used for smuggling. It is neutral with the Rogues.

I got messages like "You can't dock here. Your reputation stinks" and "we don't want your kind around here."

I have never had a negative interaction with any rogues on this ship.

What could be a reason for this? Might it have to do with the fact that there was an LN ship nearby?
