Melbourne Station

Hi everyone. I have posted here for advice before and found some excellent help from the community so I thought I'd ask for some more pointers.

I have a question regarding Melbourne station in NY system. I have gone through the trouble of running countless missions to get LN, LN Guard, and LSF rep to full green to be able to enter Alaska to do some more missions for fun but no matter what I do, Melbourne station is hostile to me and almost kills me every time.

Now, I just found out that this is a player owned base and that is why it is hostile. How do I find out who to contact to try and get my navy ships to be friendly to that base? I did notice that when my ships had the LN- tag, Melbourne was friendly but I changed my tag to =LN= because I like the look better and now its hostile.

Any help on the matter is much appreciated.
