I am Ito Jinsai a learned scholar, former councilor and now a recluse.
I stand here before you today to try and ask you some questions and hopefully shine a light on the worlds you now find yourselves in.

Kusari has been through a time of hardship lately.
There has been a long and drawn out conflict with the Kingdom of Bretonia in which we lost some of our finest youth to the machinations of warfare.
This was finally ended not with a victory, not with a treaty of peace.
But with an even bloodier conflict that has cost Kusari greatly.
So many promising young lives were snuffed out in this terrible conflict, one that was made even worse by individuals back home cutting off support for these young men and women whose only fault was fighting for the nation and people that they believed in.
So that you, the good people of Kusari could live in your homes in a safe, fulfilling life.

Fortunately we have seen and end to the fighting to our eastern borders, but I ask you, at what cost.
Your constitution has been suspended and has never been reinstated, you now live under this new regime with no constitutional rights to protect your well being.
I wonder if you have fully comprehended what this means and what it could mean.
Kusari is the only nation in Sirius where it’s citizens are not legally entitled to basic rights.

Luckily an election was held to choose this new government so we have no one to blame but ourselves right?
But tell me, in a land with no legal necessity to hold fair and just elections, how do you know your votes stood as a true and just measure?
Of course we have one organization in Kusari that will verify the results, tell me, why is it an organization that is on the government's payroll, and consisting of an entirely new membership?

Finally someone who actually gets it. The new Kusari Government is just as bad as the old regime. It is the same thing but more arrogant. The put a woman at the head of KNF and tell us Chrysanthemums that "womens rights" have been restored, yet I still see oppression on the corporate level? And we rely on foreign governments for our supplies. Do we not have rubbish feilds and mining locations to supply ourselves with our own supplies? We have to resort to completely relying on other nations to fend for us?

And this electing? It is all fake. They say that they give us equal rights but nothing changes. This nation makes me sick to my stomach knowing that my roots and my heritage are here.

The scene here today is quite beautiful as I gaze across the Akishi parklands in the Toyama prefecture, on our ancient homeland. I see a group of students having a debate at a bench, not sure what they are debating but it looks to be quite passionate. Sometimes I would go up to these groups that form here as it is so close to the university.
I would postulate questions and listen to them analyze and form arguments for and against. However I dare not do that now. Under our new government I would only be drawing attention to them and I have many fears on what that could mean.

Times of great change are exciting, and this is how I find this time. Exciting and terrifying.
The democratic Party of Kusari holds a vast majority in the parliament a very effective way to silence their critics and hide the governance of Kusari behind closed doors.

How is it that we can have a democracy when we have no law to govern the limits of the government? No oversight on the individuals that choose your freedoms while there is no protection in place to safeguard your welfare? Something is rotten in the core of Kusari.
In order to govern, one must first be governed.

Eight ninteen AS, Kusari, general election called to order by a joint rogue military group acting outside of their orders and minority political party that had suspended government and the constitution. It was time to vote on a new government.

The people were joyous that they would finally have a say in regards to the direction their nation would take in the future after the confusion and fear of the uncertainty of previous months. The lead up to the election was quite strange, advertisements were shown around the clock on behalf of the DPK, not so for their competitors. While one station did infact run an advertisement schedule on behalf of the conservative party, it was closed down for suspected breaching of national security. I am not sure what is breaking national security about broadcasting adds, but I guess you never know.

As the election drew closer, the DPK swelled with vibrant young people that stepped forward with pride to bring about a new direction for their people. I was quite touched to see the platforms they proposed, the dreams they had. It seemed like the unthinkable would happen, that this always minor party had the popularity to actually bring about a hung parliament or even win. Times were changing in Kusari and excitement was in the air. I wondered what this could mean, and I saw many paths laid out in front of me.

Alas I was decidedly upset with the results. Eight days before the election and there was a mass of arrests performed on various members of the conservative party, mostly in the name of corruption. The timing could not of been better.
Under previous laws regarding polling on government positions, one must give fourteen days notice of intent to run. Of course these laws were pointed out to the conservative party and although it mounted a legal challenge this was not to be heard until after the election and it proceeded ahead. The results, a landslide victory in many prefectures. A party won that may of deserved victory, may not of, we shall never know. The strangest part of the whole affair, it was military police that performed the arrests against the civilian targets.

A year later and the accused are finally being released. most without convictions. Now we hear of some of the cases that never made it to trial.
Kamura Hibiki charged with stealing government property, he claims he took a datapad to his residence after not submitting a report stating his intentions.
Hiroki Eguchi again charged with stealing government property this time it was a recording device, a bug he discovered planted in his office that he claims he was going to take to the Kusari State Police. Although he was arrested on a route that could actually take him to the local precinct, we shall not know the truth as he was arrested before reaching any destination. I wonder if these are the methods that is used by either a group or supporters of a group that have your best interests at heart.

Your studies and investigations, and especially your shrewd critique of this new so-called government, are very commendable. It is good to see that not all wise men of our people embrace the latest developments so hastily.

Indeed little can be expected of a nation that lets itself be ruled by corporate greed, foreign agenda, and men of low character. These elections are a disgrace to our people. We deserve to be ruled by men fit to rule, born to rule. Men who dedicate their lives to the leadership of this people. Alas, it has been overlong since we had such worthy leaders. But their cause is not dead and the Dragons shall fight for it as long as is necessary.

I wish you continued courage to speak out for our people, dear Jinsai. Do not forget to pray to our Ancestors and may their strength and wisdom guide you.

The crime rate is at an all time high in Kusari, never has it been so unsafe to travel from one planet to another or even in the same system. Every lane now harbors groups of the unwanted and dispossessed, looking for an easy strike. The navy is increasing in size lately and with it comes more strikes on these groups, however while the navy is getting stronger, the police forces are withering away due to a lack funding and improper communication from the government. It seems there is not enough profit in the Kusari State Police to make it a sound investment.

The police has the ability to investigate these groups and actually make a change, if they were given the resources. Alternatively the navy only has the ability to scare these groups away from the few convoys that are deemed important enough and instead attack the helpless. Of course these convoys generally only consist of the large corporate powers in Kusari and our new foreign overlords. Why aren’t the average citizens of Kusari, the ones the government is supposed to be representing, the ones deemed important enough?

When the crime rate rises by the amount we have seen in the last year, one has to wonder why.
It is obviously not a mass induced disease or insanity that has recently spread across our population. Instead it is a mass feeling of hopelessness that has festered in the masses. There is nothing to strive for in Kusari recently as the people have lost their inspiration.

The young are turning to cardamine and other drugs in greater numbers than at any other time, wanting to embrace oblivion. A questioning of all that was Kusari has shown itself in a lack of respect by the young in not only the structure of authority and community, but more importantly themselves.

The great dream we were promised has shown itself to be just that, a dream. The only groups to have benefited from this new system come from outside of Kusari or are the ones that actually removed your constitutional rights in the first place. Elderly citizens while once respected are now being shown as a drain on the economy, a drain. This is what their lifetime of hard work has now amounted to, eating scraps and wondering when the last shreds of support will be removed entirely allowing them to finally die a quiet death of starvation in their underfunded nursing homes or fall to an injury at the hands of directionless youth looking for some money for their next hit.

I have to say i'm quite surprised by the facts you are formulating in your transmission.
But before addressing those statements you are making, i will introduce myself.

I serve as rear-admiral in our Naval Forces. I fought to protect our people during decades. I was one of the individuals who supported the coup leading to the creation of the Republic. I was one of those deciding the Emperor wasn't serving our people by sending more and more assets to Bretonia, leaving core space under defended, and by starting a conflict with Gaz Miner Guild, thus opening a new front-line in the Galactic East.

While those decisions were difficult to make, i do believe they were taken to protect our people.

Now please let me get back to your assertions.

I'm sorry to have to tell you you aren't well informed. Kusari does have a constitution. Our Republic is governed by a Prime Minister, seconded by a ministry. Our Republic does have a parliament to represent its people. Such a representation didn't exist in the Empire.

Furthermore, we are a nation of laws. How you can claim citizens don't have any basic rights is beyond me.

I'm afraid this is only your opinion, an opinion you are free to keep. Yet, as long as you don't back up your claims with proofs that can be objectively verified, the impact of your claims will be severely limited.

While Kusari core space suffered an increase of the criminal activities following the creation of the Republic, mainly because of the lack of means and personnel left in Naval Forces, i can assure you criminals activity severely decreased in the last months.
If you have difficulties to believe me, i will humbly remind i, along with the men and women serving our people, patrol core space daily. I'm inclined to think i'm well informed concerning this subject.

As to Kusari State Police funding, while a priority was made on rebuilding our defensive assets, i highly doubt our government neglected to support the State Police in their operations. But this is only my opinion, as i do not have access to law enforcement agencies funding data. Do you?

I have to say i'm quite disappointed to hear such defeatist and disillusioned speech. Kusari's people indeed faced a major identity crisis. We after all always had an Emperor, even if he wasn't always governing our people. Yet, we are still the sons of Kusari. Our traditions are still intact and our will shouldn't be bent so easily.

Kusari's society is in transition since decades. We lived as recluses, afraid from outsiders. Yet, our people cannot prosper by living in autarky.

I will conclude by stating the obvious. No governing system is perfect. The Republic we are living in isn't. It never will be.
As living beings, we can only tend to perfection. So does the Republic. If you truly are so concerned, you should consider to become part of the solution. Start a political career. Fight for those who cannot defend themselves, and make sure all your acts are made to improve our society.
