Konnichiwa.
This is a message to the lawful forces of Kusari. I was flying through New Tokyo when I spotted a DSE ship carrying Nuclear Devices, a violation of Article 3-1 of the Kusari Legal Codex. Demands to halt were ignored. I chased the target to Shikoku, where the perpetrator somehow managed to take refuge on Ohashi Border Station. I then headed to Junyo in an attempt to lure him out with a false sense of security, knowing that he is most likely headed to Liberty.
He indeed showed himself not long after. Although I had informed him that he was breaking Kusari law, demands to halt and drop his cargo were once again ignored. However, due to the nature of Cruise Disruptors, and his proximity to other ships, I came under fire from a flurry of automated defence systems which seem to be ever-popular these days. The end result is that he escaped in the direction of Liberty, and I was unable to pursue.
What concerns me most is that he managed to take cover on a police base. I would like to humbly request that the [~] group, which he seems to operate under, be contacted and an official inquiry be made as to why they were hauling contraband in Kusari, and that sanctions be applied against them should their response be unsatisfactory.

Arigatou for your report. It is always troubling: seeing such dangerous materials being unsafely transported; by reckless freelancers, and delivered into potentially violent hands.
We will flag these traders as smugglers and take action where possible.
A transmission may be sent as a formality but an official inquiry may be lengthy and fruitless. It may serve us all if these irradiated smugglers suffered a lethal dose, outside Kusari of course. We would rather not have to call ALG in to establish a quarantine.
It has been a long time since I have had the privilege of touring Liberty, I sometimes wish I could escort our brothers and sisters of the Keiretsu there to ensure their safety. I imagine they see all manner of traffic on their travels beyond Shikoku.
