Well, if you see anyone who really shouldn't be where they are... ...we won't stop you from assisting. However, you may have your hands full elsewhere?

We are officially Neutral with FEAR. That is, no aggression against them unless they break the law in Kusari space, then issue a warning, then attack if no other option available. In turn, if you consider assisting FEAR operatives who make a request, make sure their enemy, at that time, is also our enemy. We will only assist in Kusari space or bordering neutral space that contains some Kusari interests. Needless to say, neutrality is mainly about keeping out of each other's way.
If anyone has issues with diplomatic standings or protocol in a given situation, consult Madam Fiona deLuna ((Harlequinn - I'm sure she will enjoy the challenge of satisfying twelve opposed vested interests all at once)) Kusari Diplomatic Corps. Details of the FEAR attack remain classified as they are considered unnecessarily complex to worry Kusari citizens with.
I realise that the Brother Hood Corsairs and the formerly outlawed FEAR group are not the kind of people we have any history of fraternising with, however I, like everyone else, obey orders.

F.E.A.R. achieved its neutrality with KNF through the rather petulant use of duress and threats.
I will not sully our Diplomatic standing thread with my opinions on this matter; but as F.E.A.R. is now holding KNF prisoners as well, under some vague charges of murder, I strongly suggest that we demand a full set of the charges against these Kusari citizens. The idea that they are "murderers" is ludicrous in the extreme.
However, as you point out, Nadir-taisho, our hands are tied until the particulars can be determined.
(Were the hundreds of brave crewmen killed or injured when the Tawakemono was scuttled "murderers" as well?)
We from the AW are also at odds with FEAR. Though in a more violent depth than the KNF. In our killings of the FEAR, if we come across their prison liners, and gain posession of your prisoners, we will gladly give them to one of your ships. If we obtain them, you will hear from us.
However, I urge the KNF leadership and diplomatic corp to revise their standing with the FEAR. Stop taking their threats, insults and fight back. Fight the allies of your enemies who have imprisoned your people. Stop letting them control you through threats.

Master Silvan,
We appreciate your concern for Kusari "hostages.". However, it seems they are being held at some prison or other. Our response is being taken under review by the Diplomatic Corp, and by Nadir-taisho of High Command.
Altho your statement about fighting "allies of your enemies" is rather unclear, I am certain your advice will be taken under advisement. And, although your tone is a bit "imperative" in itself; we will take into account that your "fervor" is caused by extreme distaste for these "lawful pirates", who seem to stoop to "unlawful" tactics whenever the urge moves them.
This is Madam Fiona H. deLuna of the House Kusari. It has come to my attention that there is some talk amongst the FEAR Tribunal that House Kusari pilots are responsible for murder, as well as being considered for execution. This will not stand. And in response to the FEAR's decree, I add my own.
If our pilots are not returned, there will be a declaration of hostilities. In the event that the pilots are executed, war will be considered. You have been warned.
We understand that there is some dispute concerning murder. But you may not, under any circumstance, be the ones to decide on the punishment. We will deal with it ourselves, or a neutral council of arbiters will be called in. But you, leaders of FEAR, are not in a position to determine the outcome of this supposed crime.
The pilots of House Kusari would not commit murder, or attack an innocent ship. Our technology insofar as targeting and identifying ships surpasses most everyone else's. We do not make mistakes in this matter. If they opened fire on any of your ships, it is because you, FEAR, had done something wrong and they did not have time to consult the High Command before attacking. The fault is yours, and your attempts to cry foul will not augment KNF and FEAR relations for the better.
When you do give us back our pilots, who have been falsly imprisoned, we will accept any information and evidence that you have to indicate foul play. We offer our condolences on the losses you may have suffered, but whether or not it was muder will be decided by a House court and no one else. You may testify, FEAR pilots, but you may not decide on the course.
You have the ultimatum. You know that we will not be mollified by anything less than the return of our pilots alive and well. Any injuries they suffered during their time injustly imprisioned will result in retribution. We wish to avoid this, but in some cases there can be no other consequence.
I hope you do the right thing.
Madam Fiona H. deLuna
Ambassador of the Kusari Naval Forces
From many avenues of information we believe the situation has been solved and we hold no ill-will towards you. Our stance in relation to the Brotherhood will not sink nor float due to this event. All our men have been accounted for and a ship can be repaired. Our appreciation for your words and actions towards our people.
My compliments
Admiral RedBear of Combined Fleet

Salutations Ambassador,
It seems I have gained the trust of my people and, as you, have been brought to the dizzying hieghts of an Ambassador. It is daunting. However, I wish to express my people's desire to open talks to remove any, and all, impediments, which have stalled our citizens from becoming true brothers and sisters. Please inform me of your schedule so that we may talk in person, I await your response with anticipation.
My felicitations,
Ambassador OsoRojo (Gov. of Texas)
Recieved distress call from Transport001 in Honshu who was being attacked by the notorious Xeno Prospector. Cruiser Osaka and escort pilot Battousai responded.
Crew and escort performed admirably after a 10 minute fight.
I hope this message finds you well and in great spirits. In the VOID all that holds the tapestry of humanity together is family, fidelity and honor, and, from such a philosophy, the South Alliance wishes to tighten our bonds to our Kusari brethren with an exchange program of officers, crew, and vessels. At present, the South alliance has formed a unit under the command of Commodore John Matrix for such a program.
The unit, Liberty Expeditionary Force, will field seven ships of all types. We wish we could offer more, but our resources are stretched thin at the moment. If our desire is acceptable we would hope Kusari would reciprocate for we believe such a program would go a long way in stabilizing our sectors of reponsibility and provide us both with better crews.
My felicitations,
Governor OsoRojo of Texas (Asst. DOD)
Contact report: Helghast assault repelled from Honshu
A small invasion force entered Kusari space from Sigma 13 this evening and was met by KND deLuna and its escort pilot returning from a diplomatic mission.
Shortly before reserve units arrived, the deLuna was critically damaged and forced to crash land on Honshu, all hands were evacuated successfully and the hull is salvageable.
Being hopelessly outgunned the Kusari Defense network contracted two mercenaries to assist in the defence of Honshu, the bounty hunter destroyers Wardog and [BH]Lewis responded. Shortly after, Lt. Havok arrived in a Huntress Cruiser. IFF transponders failed and Havok was fired upon a few times. After intentions were clear the engagement continued with his assistance.
After some exchanges the Helghast fleet retreated back to Sigma 13. Repairs began on the deLuna.
A second wave of Helghast appeared this time with Lt. Havoc assisting them. Orbital fighting occured over Honshu. Mercenary Wardog sustained heavy damage. KNF pilots engaged and defeated the Helghast fighter and bomber but were unable to damage the Corsair cruiser. Long range comms were sent out to the ~Osaka~ and had it recalled from picket duty in Shikoku to assist in the removal of the traitorous ship.
By the time Osaka had arrived though, Havoc had disappeared.
A final wave from the Helghast was met at Honshu not long after. This time a Talarca, a bomber and a Saber. Joining them was the Bansai!Drunkenpilot Corsair Gunboat. All enemy contacts were destroyed. A belated reinforcement from SA-Redbear sealed the fate of the Honshu raiders.
Normal shipping lanes were reopened and towing operations continued to Yukowa.
