Not true. In southern Sirius, Hessians, Rheinland and Corsair are all on the, relatively, same powerlevel.
I'd even say, number-wise, Hessians are currently a PowerHouse. Corsairs can bring Legate swarms as well.

What about traders full of goodies claiming that they have been killed in the system less than 10 minutes ago?
I more or less like the new update although I have my doubts about on the spot made patches.
I was very pleased when I saw how balanced the number between lawfuls and unlawfuls became when the base building came up.
And it saddens me to see this change. It's a nice idea when you look at the base blockade point, but...
We'll see how it goes but I expect negative results.
