Cloak message range.

I am under the impression anyone I can see on my scanner can see my cloak message. Is this correct? Or would e.g. a scanner range reducing cloud not affect the range of this message?

I'm more concerned that when there are pressing RL issues I may and often need to pop off in the middle of an expansive sigma or gallic system.
