We gather people, say, over TS,, not creating in-game group, and move towards them. Say, in hardly avoidable Omega 3 or Sigma 13. Or some other bottlenecks.
1-2 our cruisers cloak and go towards the convoy. The rest of the fleet follows.
say, convoy is sitting at the base, in the safest location... so what? Our cruiser uncloaks and makes a piracy demand. According to how admins often view it, piracy demand already puts you into combat situation, so if you dock at that base - gg, you won't be able to use this system in this evening, anymore.
I think that at least dock-in-combat exception should stay. Otherwise, it's just too easy. You can safely pirate them in front of their own base, and be sure they have nothing else to do other then to pay you or kill you. Or dock and log off.
All this requires tactics and preparations and coordination which are good things as they and they are actually meant to be efficient.

Indeed but this is an issue of the trader exemption rather than the caps can pirate issue (which was about the conversation was about).
