Everybody has to fight the nomads. They come to New York and just wait to be shot. In fact, the last nomad I fought was a Keeper gunboat in Texas. There are still nomad patrols in Alaska as far as I know, too.
Last I checked Kaze, ships weren't balanced for the player base that uses them, rather the other ships surrounding it. If this weren't the case, I'd assume that the Corsairs would need some Katana turning Titan with 16000 hp by now.

Main lore enemy = Nomads/BHG
BHG VHF is good, Nomad VHF is epic.
Unless they change, i don't see a problem, balance wise.
Given that the nomad factions have spent an aweful lot of time shooting at lawfuls in Liberty throughout their life, I could argue that the same is true for Liberty. And quite possibly Rheinland and Kusari as well.
If we're going to go with the lore though.
Military/Police > Large paramilitary (eg BHG) > Small paramilitary (eg Order) > Large pirate (eg LR) > Small pirate (eg LH) > Civilian
That's generally how things are balanced if we look at the lore. Certainly I can't imagine a world in which pouring money into R&D (militaries) doesn't get you a comparable weapon than strapping some bits together and pushing some electricity through it (xenos/other poor pirate factions).
The current balance system puts everything on a level playing field. If we are going to balance according to the lore instead, you might as well go all the way with it. Balancing according to the lore in some places, and equality in others, leads to situations in which some ships are much more powerful than others. And yes, I've always opposed nomad ships being that good.
