Powergrid? Different upgrades take more power, more power draw = more upkeep on the base. Do not limit the total power. Bases have infinite reactor, so basically each shot from a gun would take fuel. If you can get an Hfuel barge through the attacking fleet, who is to say you shouldn't be allowed to use it to fuel the base.
When a base blows up, the explosion should be proportional to the cube root of the upkeep, explosion standard is 10k range at 25% fuel. Explosion = 20 seconds after no fuel.
People killed by the blast of the base get their ships get /selfdestruct'd. It's not fair the the attacking fleet has no risk of permanent damage but the attackee does.
An unfueled base would go neutral and let anyone dock on it.
Killing a base should be like a 3 day thing though, avoids timezone/weekend problems.
As a standard fuel draw, basic battleship turret mk IIs should take about 1000 fuel an hour per gun.
Bases should be a team effort to be practical, but not to be possible

By game mechanics, anyone for whom you are red. So it will shoot them if they see your faction as red. The most open-ended way to do IFFs would be for everyone to have their own IFF, but the lag will be stupendous.
