I'd like to inquire with Samura and the IND envoys if they'd be willing to cede their ability to send an envoy to this Summit as they've asked the Zoners to do? If you want singular representation, why is it that neither of you have an issue with more than one envoy from each house being present?

Allow me to first correct you on one thing, I am here representing the House of Kusari, not a corporation.
Now onto some explaining of my stance.
Planet New Tokyo, Planet Kyushu, Planet Honshu, Planet Junyo, Planet Kurile, all of these places have regional governors and vastly different concerns.
The Kusari Naval Forces, The Kusari State Police, The Kempeitai, The Democratic Party of Kusari, The Kusari Workers Party, His Imperial Highness the Emperor of Kusari.
All of these groups are headed by different groups and have vastly different concerns at least as varied as those of the different leaders of the Zoner Movement, would it be prudent to allow this many representatives?
The reasons you have given for your needs for separate representation can be equally claimed my many groups.
One thing is certain is that the Zoner movement will always come together on any issues it wishes to use it's authority to influence, this exact case is proof of that.
As my esteemed colleague from the I.N.D. has pointed out, there is not much to be achieved here if this is to be a meeting of the various Zoners within their closed community to discuss Zoner issues.
So I ask you Ms. Allen-san is it your intention to have nearly one out of every three representatives from one group within Sirius?
If this is indeed the case I will consider Kusari waiting for you to actually hold a conference that wishes to discuss the issues pertaining to Sirius as opposed to the Zoner movement.
One out of every three apointees is not representative of a group that does not even make up five percent of the population that this summit was originally conceived to represent.
Now I will return to my previous statements on the concerns the Kusari Empire has and the correct ways this could be rectified.
I find it rather hard to believe that the governors and heads of the various Kusari planets, organizations, and corporations have concerns that are varied as those of the differing Zoner enclaves. I say this, because, unlike the differing Zoner enclaves, the afforementioned Kusari elements reside almost exclusively within Kusari and all exist to serve the Emperor and Kusari. Whereas, the Zoner enclaves do not reside in one region of space and exist to serve themselves.
I'm not sure what case you are refering to as this case, so I'm not sure what you're saying it proves. As for your claims that the Zoner enclaves always pull together; you're indeed mistaken.
I'd also like to point out that if you are going to claim that Zoners are one group, I'll be claiming that Kusari is one group and thus should receive the ability to send a single individual to represent all of Kusari. Do remember that it was the houses who coined the term Zoner and applied it to us; not the other way around. I share very little in common with the inhabitants of the Omicrons that call themselves the Omicroners other than the label the houses address us by.
As with past Sirius Summits, there is an agenda. I'd be willing to bet that there is an agenda for a reason. I assume, based on archives from the previous Summits, that this Summit will be structured. Thus preventing the differing Zoner enclaves from turning it into a Summit focused only on Zoner issues.
We are, however, doing exactly what you have expressed an interest in having not happen. Making this about Zoners.
No one is saying there should be one rep for all the Zoner, just one each for the major Zoner organizations. You also ask why the number of representatives is important? If the numbers are not, then why are such strict limits being put on all of the other factions involved? Why do Zoners get one representative per base, and other factions are being chastised for asking for more than one?
I have no problem skipping this summit if it's representation indicates that Zoners make up 1/3 of Sirius. If you want your Zoner meeting, you are more than welcome to it, I wont stand in your way by being there.
I don't think the number of representatives is an important criteria. What seems important is the number and the subjects of the topics addressed during the summit. For that purpose, I trust the organisators to moderate the discussions in order to prevent zoners or any other group to focus on irrelevant topics.
Also I think you may be reassured by the goal of my participation to the Sirius Summit: I am participating only to defend the interests of 6 zoners stations. I understand some important decisions may be taken by Houses governments and corporations during the summit and I my intervention will focus only to prevent these decisions to affect our activities in a negative way. If our interests are not threaten I won't open the mouth. I have no claims and it is not my intention to bring new topics to the Sirius Summit.
On that basis I hope we will have a great summit.

My name is Jaian Ki, head administrator within Sirius Robotics.
Sirius Robotics currently deals with multiple groups throughout Sirius.
One of these groups is the Colonial Republic, with whom we have a manufacturing contract.
While we are not in the habit of involving ourselves with other group's relations, we do not appreciate our customers being downgraded to insignificant status. This does not look good for the contracts we have with such groups.
Might I point out at this venture that the Colonial Republic currently numbers in the hundreds of thousands, operates a significant armed force and has an entire system to its name. The Independent Miner's Guild also shares a planet in the Coronado system with the Colonials. A planet that would appear to be the largest source of deuterium in Sirius. We would also not call them isolationist, when they have relations with groups ranging from Omicroners to the Mollys.
Knowing all this, I would question whether this summit is at all a professional affair as it would seem that the most esteemed Orbital Spa and Cruise do not know Sirius that well, or the groups that operate within it.
This would be highly unlikely though, as such a thing would be highly embarrassing for your company.
Perhaps it was merely a clerical error or a simple mistake on the part of an ill mannered representative.

As CFO of the TAZ, let me offer you all some "reassurance".
I personally plan to "sit on my hands" during the Summit. I will be attending for information purposes only.
The TAZ have no agenda items to forward, nor do we have any "secret behind-the-scenes" agendas with other Zoner Factions or Independent Administrators. As TAZ, we merely live in the "neighborhood".
In fact, if you care to delegate us as a "non-voting" entity, we are perfectly fine with that.
I have said my bit on this one Reggie, if this is going to continue, namely, every Zoner and his mother being welcomed as delegates while strict restrictions are put on the number of delegates for everyone else, my company will be taking no part in this farce of a summit.
