I only took this part out of your post because imo it seems to be the "conflict" point between you two. It was an oorp decision from the dev team, treat it as such I think. Don't overcomplicate it, it's just docking to a station, grabbing the id and flying to coalition territory which is just next to there. I believe it was placed there with the intent of being practical and close to the coalition system more than any sort of roleplay thingy.
If the guy just docks to get his id and fly to coalition territory, what's the problem really ? I doubt Soban would prevent something that is a "game mechanic" we could say.

Being able to dock and buy an ID (that was only put there because there was nowhere else to put it) =/= being able to force the people that RP that station to submit to your RP.
Powergaming complete take over even just part of this station will attract negative attention. Not only its administrator but may cause yet another zonerzonerzoner period. Poor form.
Suggestions how to fix/avoid this were mentioned before but my personal suggestion is to leave placement of ID as OORP means to set new Coalition characters up.

Level B is therefore declared as part of the Coalition Protectorate and is subject to Coalition Law. The rest of the station is unaffected by this change in policy.
The station will have a small office labelled "Coalition Embassy". Nothing more. The embassy is considered Coalition territory (like all embassys) but has no effect on the station.
My forces are away from the level I "took over". All's well that ends well.
I will state again that the Coalition isn't a nice piece of work, so when something like this comes up again in the future - It's so much easier to talk over skype or TS about it than on the boards.:)
Oh nice, I assume you would be all ok if someone claimed part of Zvezdny Gorodok as faction X embassy comes under protectoriate of said X enforcing its law with SCRA unable to do anything about it.
