I'm not really sure what are Keepers doing when they meet a Trader.
Are they allowed to shoot and kill Traders w/o asking for tax (how would they tax anyway, huh)?
Because, Terrorists are not. Pirates are not. Nomads maybe should, but it's not cleared anywhere.
If it is said somewhere, my apologize for not seeing it.

It all comes down to whether you carry nomad tech/brains or not. If you do - you will be shot. If not, there is a chance you will be fired upon, for example if you will try to follow Keepers, but you are also given chance to escape, we don't pursue "clean" traders. If Keepers attack station - try not to dock there or you will be shot. We don't ask for tax, nor will we ask you to drop the nomad cargo, even if you do - you will still get shot as you already had them in cargo hold and it's something nomads don't like at all. It's not piracy, it's not terrorism, it's about eliminating those who do harm to nomads. Simply said: if you don't want to get shot on your trader - don't carry nomad cargo/tech, just move along as quick as you can and avoid close contact.

This is a rather interesting insight into the behaviour of the Nomad race. They are not, by nature, defensive creatures, and are not fighting for their own existence, as much as for the destruction of humanity...
Yet they only kill those they perceive a threat? Very interesting indeed. Excuse me for referencing a non-freelancer sci-fi series, but this reminds me allot of the Borg...intent on enslaving all life, but will only interact with ships or individuals they perceive as a threat, or in the way of them achieving their goals.
But what are their goals? What do the Keepers do other than cause mayhem? Perhaps, they should set up a trader wing, to transport alien artifacts and other materials to the nomad gate construction sites. This would allow Sirius not to be constantly on the defensive, and allow some interesting RP to develop.
I just read the rules and it says that terrorists can only attack traders if they don't pay for passage (tax i'm guessing)
"6.18 Owners of Terrorist IDs have a right to attack:
- Trader ships that do not pay for passage"
Also, Treewyrm, my trader, Fabrica has been shot at and destroyed in a matter of seconds by a Keeper (can't remember name but they were in a gunboat). No nomad or alien cargo / weaponry, not following them or anything. Just doing a regular trade run and saw some Scorpion gunboat heading right toward me.
I was in an advanced train carrying 5000 prisoners from Dublin to Stuttgart through the Omega routes, no nomad patrols, just the odd hessian. Was in Omega-3 when I noticed a Keeper on the scanners, I was confused that a Nomad would be out that far but I wasn't worried. I thought I knew that Keepers only attacked those who harm them, like the Order or anyone else who attacks Nomads (just about everyone in the Omicron systems).
Got really worried when I noticed it was coming right for me, was going to say hello and then it just destroys me, no warning, no reason.
I was pretty annoyed at that, because either you decided that traders carrying human cargo and using human tech counts as harming nomads or that particular Keeper was a hungry for some one-sided pvp.
Other than that I actually like the Keepers. They make it interesting for my other characters.
I don't really think Keepers should attack anyone in Omega-3, or O-41.
Okay, Omega-11 is close enough to O-55, but O-3 isn't.

It says travel, not travel and attack out of their ZOI.
And the guy says he had no Nomad stuff aboard, so there is no reason to kill him out of your ZOI.
If a Keeper traveled trough Omegas, scanned some guy, seen Nomad stuff aboard, yes, he maybe should kill him while traveling.
But like this, i have an issue.
I once spotted a Keeper in Omega-7 and i didn't attack him, because, i thought he's maybe setting up a char or smtn.
But then, he started chasing me to O-3, and after the jump he gave up.
I don't think you have business there, neither O-7 and O-3.
If you'r passing by, good, but don't attack anything on sight.

Since nomads have all those new weapons, unbeatable fighters, new capital ships and such, they should be limited to "no shields" as real nomads are. That would give keepers much more of an RP aspect, than PVP whoring one.
(I know its a bit of topic, but its related in the sense that this would give traders a chance to defend themselves)

Their fighters aren't unbeatable... Tough, yes, but not invincible. I had one before the mod changed... You need higher refire weaponry with high speeds to hit them.
