thats the point. if the ZR would be called to war with the novaPG, its upon the council to decide how the various stations react to it. we could deny docking rights to the novaPG or as an exemplum deny docking rights for all outcast alligned factions ( unrealistic - but thats in good hopes the stronger allies of the BD would call their dogs back )
however, its unlikely the zoners go to war - the zoners ZoI is their stations and they don t have a standing army around. - an exception might be if a faction starts to activly besiege Gran Canaria ( as the only planet of the zoners and some sort of safe haven [exclusing primus and gammu]). baffin is TAZ territory - but i d be surprised if the novaPG would come there, when they have issues with the ZR. ( sorry, mate, sounds to me like an excuse to hit the strongest zoner faction. i cannot fight and kill outcasts, cause i have trouble with the blood dragons, just cause i see the BDs fly around alpha sometimes )
there are certain steps that must be taken when hostilities happen. we would decide on whats within our power to do anyway - cause going against a terrorist faction with our poor military skills and tiny ships won t do good ( especially since the smallish BDs just got a full scale and brand new capital ship line and the zoners ships are all ancient and probably falling apart, except for the new destroyer, which is supposed to be a real new design )
but first and foremost - the BDs must be sure that there is actually a bounty on their heads. We don t wanne rush to war cause we "think" there "might" be evidence of something we only heard rumor of, do we?

But to address your points:
On one hand, as the people behind the characters, I would expect them to oust the pretenders from Zoner society. But as the characters themselves, the Zoner creed preaches non-intervention and independence (much like America before the first world war). I fear that it will end the same way. Two nations go to war and the Zoners caught in the middle. But the Zoners will not make the first move.
The non-intervention and independance code that the Zoners live by make it impossible for the Zoners to persecute their own, whether they are spies or not. By persecute, I mean in any meaningful manner. This isn't meant as a slight at the Zoners and those who roleplay as such, but this is how I genuinely see their position.

@myriadic: thats where - in a roleplayway - one of the greatest problems of the zoners comes into effect. they are poorly organized and - except for the newly installed council - have allmost no way to make decissions as a faction.
i think that is unique in sirius - cause every other faction, npc and playerfaction, has some sort of a "head". So ( cause the thread is called zoners and oorpness ) it is also oorp if all zoners suddenly bunched together to act like one army.
i know - that when its about the game itself. the zoners are not very much weaker than a pure military force - having high end equipment around aswell as very good warships and access to a wide array of civilian ships, "by stats" it cannot be said that they are really much weaker. but in a roleplay way they cannot act as one - or not unless something happens that makes all zoners get much closer together than they are now.

- in Theory they can, but in reality ( or whats called reality ) a traderoute is much more fixed. the efford of logistics and supply chains is too much to "simply change your traderoute". With that in mind, a zoner must make a decission - trade with outcasts or trade with corsairs - but not switch happily between them. Similar to the generic Military / Merc Ids, the zoner must rely on his reputation to be a "well known trader acting for the good of those factions involved most of the time"
so of course, an unknown zoner trader in such a dangerous place ( well, they are dangerous ) will be asked about his intentions and maybe forced to ... "share" untill his reputation is well enough. Its a problem, when one trader HAS a long term reputation and is still taxed; which can happen, cause not every member of a faction really knows about everyone else ( in the end, there are well more than 150 active players out there )
When my outcast trader ( yes, i actually had one outcast trader AND one corsair trader ) met a pirate taxing, i was usually fortunate enough to have either a cargoload of slaves ( to malta - and i could allways tell the pirate that .... some people at malta would be very "sad" if they didn t get their prostitutes in time ) or a cargo load of cardamine ( to wherever in liberty ) - so the pirate would know that if he shot me down - he d have to face the consequences with the dukes back in alpha.
can t say much about non outcast cargo though - cause the only time i was intercepted then was by dreygon - so i only heard a mad laugh followed by a broadside of funny, colourful flashes. but if i had been caught without direct outcast stuff - i could have referred to my repuation as being a trader that mostly transfers outcast goods - and if that had no effect, i would prolly pay.
Well...As a Zoner and a TAZ pilot. I have been involved in some of the talks about the NovaPG and the Zoners having problems. Even saw a small group of NovaPG mapping Baffin. We talked, they explained their presence, NEVER that I saw docked, tho their group was half Red and half White on my hud.
As said before. We have one code. 'We must all stick apart.'
We will if needed band together, of course. You threaten one FP, you are gonna find more than just that one sends pilots out. We don't have a military? What? How many pilots out there fly an Eagle? Or have? I know I can handle ANY fighter in an Eagle, have with bad loadouts even. So there's NO room to whine about our fighting capability.
You want to tax someone, and you are a pirate? Hey, lets be real. You fly into Dublin and you see a TAZ, you gonna open fire? Prolly not. Close to home and help.
See it near the hole to 23 in 29, its fair game. Its out there away from prying eyes, and even *IF* the escape pod gets off, well hi there. You just got tractored up! Duh. Put out a bounty from a slaver pen or ship? I doubt it. Think things through a little more I say. I won't stop you from tryin to tax me, except with my guns. Unless you do it in a cute way, then I might be nice and just shoot your weaps off and fly away.
Remember we are here for RP. Some times I have a bad day and get on and play a pirate and simply kill and tax EVERYONE. pirates do that sometimes. It might get them in trouble but so, they really gonna care? No they are a pirate. They are SUPPOSED to take you stuff.
And as for the cover tag and maybe ID, so. Ever seen James Bond? He used MANY disguises. I too have made RP events around a 'smuggler' in and unidentified ship carrying a cargo worth a lot. You have to get close to scan for cargo, not just go by name. Read the book before you judge the cover. I might just make a char now with Zoner tag and ID and a Corsair name and Outcast ship and Rhineland, Kusari, and Bretonian weaps, and Order gear. Then I will shoot EVERYONE and tell them it was YOU!!!!!
It boils down to if you see the guy that blew you up again, go blow him up. You take a job and the guys not paying? Don't cry, go kill his butt.
Simple rule in Space. 'You die, we split your gear.'

I doubt you want to argue about that.
