Old rephacks are still in place, that might be misleading. There's no reason why only one of them should be neutral while the other is not. And seeing how Bowex) is freely rolling through Kusari I'm quite sure both are neutral.

Bretonia wants to screw the Ronin, thats about that. They dont want the Ronin to be able to get supplies from Samura, so they are doing this. Even though both Kishiro and Samura supported and actively worked against Bretonia during the war.

I thought Bretonia wanted the Ronin as a "buffer state" between them and Gallia....haven't read too much on the ronin as of yet, but am planning on doing so....

Yea, probably not, although it will be. I guess, as long as the Bretonia government players allow it. They get to say what is required for everyone to rp in Bretonia, even if they are supposed to be rping in Bretonia.

Kusari has always been divided into sides, generally focused on the division between Samura and Kishiro.
