I'd rather have noobs carrying small amounts of Contraband than have fleets of smugglers with their trains parading through Manhattan to deliver Artifacts and the like without fear of being shot...
Honestly, I'd take the convoys hauling artifacts and Cardamine, since that's how I make money, but they Lawfuls deserve a chance. Besides, the under-levels should get out of their under-level-ness ASAP so that the Lawfuls can whack them, shouldn't they?

Instead of disabling PvP for under 29 I think it should be for under 15. If your level 24 (which is what I was) and the other guy is good enough to be level 20-25, then I believe its healthy competition. Otherwise we will all have newbies prancing around thinking they are invincible. which they will be.
I never shoot level five or level 10 civilian. But if they are in a CSV with a trader ID at level 27. Hell I will give them a little to think about....Maybe not kill them, but I will maybe drop their shields and take a little hull. Make them try and survive! Its what the games about people. And it would be fun to RP too. Xeno infestation.
If you just tell the SA/LSF they can attack under level players if they are attacking lawfully tagged and ID'd players in their scanner range, then it would make it that little bit more difficult for the Xeno/terrorist.
This probably made no sence at all but if it did....It was just an idea.

I'm not sure if this can be done, but, is it possible to give the real noobies a different color in the HUD?
& how about not only sanctioning an offender, but sanctioning the fellow members of the faction that the offender belongs to...that way, they may be more apt to keep themselves in cheque 'in-house' & still stick to RP.
That's all I've got @ the moment...I'll keep thinking on it.

It took me over a month of more or less dull trading to reach lvl 40 (playtime: ~38h). You guys probably know all the uber-traderoutes and tricks, most newcomers (including me) simply don't and frankly, I actually want to discover that stuff on my own. Or more to the point: I get the feeling that some veterans are exploiting the game rather than playing it which leads to all kinds of problems, like the one at hand.

if it's possible, i'd say turn off PVP for low level players..not just in NY but everywhere. with this is it possible to make it so that these low level players can't hurt any one themselves? that would keep people from building fleets of indestructible fighters.

i'm totally against making another "neutral" type ID. seems it could be used as a loophole more easily.
Anyone possessing the Civilian ID and under lvl 30 is immune to PVP, everyone else is fair game.
If you opt to align yourself with a faction before you get to lvl 30, then you're accepting everything that comes with that.
Keeps it simple.
The lawful Liberty factions need to be able to police all of their systems.
Sadly, if PVP is allowed in NY there will always be those that abuse the rules. There is no way around that, other than sanctioning those that do it. But I don't feel that this is a reason for saying there should be no PVP in NY.
I see a lot of comments concerning turning off PVP for low level characters, which is something that I wouldn't have been adverse too while still trying to figure out the finer points of entering cruise mode whilst farming silver in Colorado.
But, to set the wayback machine to page 1-3 of this thread, we have issues with level 29 players putting people into an undesirable RP situation. You have this fellow, running about NY, California, Omicron 31223421 what have you, speaking nonsence over system comms and shooting up the locals. Possibly this fellow is doing it 'in character' without being overly concerned about the consequences.
I'm no great thinker, I usually put cold tap water into the kettle in the morning rather than hot, but two ideas that I've seen come up struck me as rather good to go. A level 15 cap on pvp invulnerability, coupled with the ability to retain the civilian ID until level 30.
That there civilian ID being your ticket to newbishness, and placing you in a magical realm of 'hands off', with it you're not going to be hauling artifacts, or hunting bounty hunters, or what have you without being put in a position of acting outside of your ID (any more so than I'm going to be pirating anyone with my trader ID).
lets keep it simple, lets pick one thing and stick to it...lets not nic-pick this to death and try to come up with some complicated answer to a simple problem.
the problem being PVP abuse of and by low level players. i think the simpliest solution is to remove them from the equation. if they can't attack or be attacked then there leaves little to no room for abuse/exploit, aside from the obvious (already mentioned) cases. i'm not sure what would need to happen about that.
