Ohh, ooRP stuff during an RP interaction.
At first: Wiki will tell you, it's illegal. But the wiki doesn't count. It's also marked as illegal in the respective house laws.
Furthermore, it's not a good idea to do unmarked ooRP in local if you got a demand. (ooRP stuff like the "HUD disappeared" should be used in a separated, non-local channel)
A "/t //Excuse me, I've to disturb the RP - I got a problem with my HUD [...]" helps sometimes.
My concern is that player clearly doesn't understand even what you just outlined. That player didn't even know how to get his HUD back to visible (without which, he couldn't drop the cargo anyway, excusing hotkeys). My concern moreover is that it is the responsibility of the player who is more experienced to take it to a
"/t //Hey, you can get your HUD back by <xyz>. Let me know when you have it back and we can continue our RP scenario."
Yes, OOC is illegal. By Discovery rules, actually. You're right, it isn't a good idea. But when someone doesn't know these things and is stressing out, taking that as some sort of denial of demand in an RP situation seems a bit uncaring on the side of the official faction member.

No, I understand Gaian Wildlife is illegal in Rheinland. Also, knowing Rheinland laws already, I know you can haul them if you have a Researcher ID. But neither of these is my concern. The officer was well within his jurisdiction to stop the trader, fine him, or otherwise detain him.
But my worry is the witnessed treatment of someone whom clearly isn't familiar with the game (but not for lack of English skills) in a way which seems overly aggressive and unecessary. Anywho.

As far as I can see, yes, he could talk ooRP to that player. But I won't force him to do OOC explains. We aren't the [Angels].
I've these things often on my own. Such a OOC-discussion during a RP demand results often in (ooRP)docking and disappearence.

Again, my concern, worry, or disappointment is solely that a player who needed ooRP help and asked for it may have been destroyed because an RP situation was somehow more important.
I know you're not the Angels, but personally it's a case of common decency when someone's confused and needs help not stubbornly continue being some sort of aggressor.

I understand that sometimes traders use ooRP tricks to get away from you. Really though, if that was happening, he would've asked to dock to sell the Gaian Wildlife, and then just logged off.

Downedit 2: Okay, so if it was new for you, and you accidentally bumped your HUD off, and some player destroyed you, even though you asked for help, how would you feel?
Actually the hud trick is quite new, added in 4.86. Gave me quite the turn for the worse when i hit L, had to go to skype to find out wtf was going on.

So if it's new, I'll note it. I don't know if the RFP player was aware about that (new) feature. (+ I wasn't)
However, before he'll also start ooRP messaging like "//don't know" it's in my opionion better, you ignore it.
The civilian could also RP such problems.
The whole inRP/ooRP switching is weird. Afaik ooRP speech should only be used for emergencies (and this wasn't one).
If this would be done consequently I would reconsider the intention for ooRP help, but as long as it won't be done, I see no reason to let our RP be disturbed.
