Its not that expensive at all. Large cloaks require only ...time.
Calculations for best sell prices are ~23M total for the all commodities to build 1 large cloak. As for the nomad brains, if the pilot can hunt them they would cost him only efforts/time but no money. So total money price for large cloaks are ~23M.

Ofcourse we dont count the most expensive "commodity" which is our spent Real Life Time. All the above cargo requires a lot of time to be delivered at your base. If we dont count the pirates, the lane interruptions, cruising and using jump gates...lets say you gona need a lot of friends to transport all the cargo for ~3-4 hours of powertrading. Their time gona cost you, not the cargo they are about to deliver.

About the nomad parts, they require OORP hunting or RP Agreement (with intelligence services or order). Its up to you how to get them.

So:
- total CASH price is ~23M.
- total Open Market price would be much (all the time spent to build the base, maintaining it, supplying it, protecting it, upgrading it and hunting nomads) will lead to crazy prices around: 1'000'000'000 +++. That price make sense cuz you know how much costs CAU8...~900M. So why a rare and special equipment like cloaks to cost less? They are not supposed to be wide spread:)
