Takes 29740 energy to fire a SNAC. SNAC cooldown is 5.88s
Highest bomber regen rate in the game is the Fafnir, at 2735 u/s. Most heavy bombers seem to have 2350 u/s.
That means that, after the energy pool is drained, the Fafnir can fire one shot about every 10.9 seconds--nearly double the cooldown. The 2350 bombers can fire one shot about every 12.7 seconds, which is more than double the cooldown.
Firing the SNAC is only cooldown-limited for the first two shots in the heavy bombers, even the Fafnir. Every shot after that will be energy-limited.

And since when do we hold down the firing button with the SNAC selected? Bombers zip into range, do one or two massive shots, then rush out again and likely just shieldrun.

In which case it's also not cooldown limited :P
However, sieging a base is now a situation where this might become relevant.
