So, right now the BS cloak is set such that if you use anything other than Mox, you don't have hardly any cloak time. So at present, the thing to do is fill your base with Mox so you have some locally available when you need it.

But are bases set to use Mox as a shield fuel last, like they're set to use repair materials in a particular order? Otherwise it could be constantly be draining your cloak fuel supply when you intended for it to use something else like Deut.

It'd be constantly draining it only if it's under constant siege. Not happening too often, unless you placed a base in hostile territory.

The key word there was could. And even if it was in hostile space I'd still want it to use Mox last due to the aforementioned consumption balance.
