Hello to all of you. I am Captain Richard Ira Bong, a Liberty Navy Captain and member of the Southern Alliance High Command. I am proud to serve my House in any way I can, and therefore Fleet Admiral Woolsey has authorized me to set up this public communications array for any inquiring civilians to submit their questions on public frequencies, akin to the existing Liberty Security Force Complaints Bureau run by Deputy Director "Kingvaillant".
While I am, of course, happy to serve the Liberty people, a few rules need to be set in place when using this bureau. All of it's operation is, after all, funded by our trading fleet. They are as follows; 1. All questions must be in English. Our normal translator software does not cover global transmissions, and this Bureau is intended for use by those who are capable of speaking English. 2. No vulgar, indecent, obscene or defamatory material will be accepted. This is a clean channel, capable of being viewed by anyone, including minors. We do not wish to turn it into a vulgar, disorderly den of slander and contempt, but maintain, like the Navy itself, it's image as a respectable thing. 3. No questions regarding classified material will be accepted. In some cases, the mere acknowledgement of some questions would constitute an act of treason under Liberty law. If I cannot truthfully answer a question, I will not respond to it, unless the nation's security depends upon it. 4. Any questions asked must pertain to the Liberty Navy or it's partner organisations. This is not an Agony Aunt column. It is a bureau for public inquiry into the Liberty Navy and it's partner organisations.

Now, you've stated that dear Admiral Woolsey "authorized" you to create this little forum. I'm just curious as to what else you're "authorized" to do, Sir. Because, honestly, I don't have the slightest clue what your actual place in the SA's Chain of Command is.
Let's assume for the moment that you do hold a position higher than Ship's commander and Public Information Officer. Under that assumption, I will give you your first request.
The Temporary Autonomous Zoners hereby request access through Zone 21 and Alaska for normal, legal, and continuing trade missions.. just like we've done in relative peace for years. As we don't care a whit about your secrets and nomad "experiments", we promise not to peek during our transits.
We will agree to stop and submit to reasonable questioning and scans by authorized SA or LSF vessels, but not by "Joe Blow Bountyhunter" or the "USS Titanic Idiot", or any other gunslinger you might have on your payroll from day to day.
You may consider this an official and formal request. If it's above your paygrade to respond, Capt. Bong, I'll understand. Just be a good chap and pass it on to the appropriate levels, please.

My position within the Liberty Navy is that of a member of High Command, also known to some as senior staff or the brass. I am legally authorized to issue such declarations as requests to my superiors and represent the Liberty Navy in a limited capacity in diplomatic relations.
Unfortunately, I am not authorized to grant access to Zone 21. That requires the cosignature of the Liberty Security Force Director and a Fleet Admiral. Even if I was capable of such a thing, I would not grant it.
You and your affiliates have insulted our staff, shown contempt for the law, violated it by aiding and abetting Phantoms and harbouring a known fugitive from justice.
In addition to this, even our own personnel are not authorized to enter Zone 21 without permission. Only High Command members are authorized to enter it freely. The private activities of self appointed policemen of Liberty are indeed questionable, sir, and I shall order a public inquiry to that effect.
Therefore, your deities opinion notwithstanding, I must decline this request. Any Temporary Autonomous Zoner vessels proceeding into Zone 21 will be treated as any civilian vessel would. However, I thank you for your civility in obedience to Liberty law in this matter.
I shall submit your request for review to Director "Sniper" and Fleet Admiral Woolsey, and if you truly feel this to be an urgent matter, if they decline, you may want to write directly to President Jacobi.

I am requesting details on the transportation of Nomads to or thruough your territory. I understand there are agreements with Bretonia, but I have at times reason to need to 'pass thru' Libertine holdings. Our unit is new to these areas. To be polite we ask for data. Please include the following:
Restricted flight zones,
- including any options for 'agreements' for passage.
Contraband lists, detailed please. My ignorance will decide the fate of your pilots. As I am asking for these details now, future misunderstandings will be waived of fault on our forces part.
Nomad transportation and prefered delivery of such specimen.
Currently, Congress is deliberating on the new Liberty Penal Code and the Permissions Office Bureau is deliberating upon it's revisions. For the time being, CRI Nomad licenses will be treated as valid within Liberty space, and as of so far, contraband is the following;
Alien Artifacts (license office pending)
Counterfeit Software
Cardamine (license office pending)
Synthetic Marijuana (license office pending)
Nomadic Persons or Technology (CRI licenses accepted as valid)
Lawful Pilots
Future contraband may include;
Light Arms (without a license)
Military Vehicles (without a license)
Liberty Government Vehicles (without a license)

The entirety of the Virginia system and the immediate area around it's entrances, which are classified in location and nature.

The delivery of Nomads is not a crime if you are licensed by CRI, and if you request more details in this matter, I would be happy to discuss them over secure channels.
I appreciate your timely repsonse. I will be attaining these CRI liscenes. I would also offer the purchase of such a liscence from Liberty if needed, as sometimes Alaska may be used for such retrievals of Nomads. It has been under examination that some Nomads from different areas have different abilities and what may be a breakthrough in understanding them period. This will mean that some of the specimen will need to be collected from Alaska for testing. MAybe a prearranged escort could be set up for this mission. We would of course not be responsible for the safety fo said escort. It would need to be suitable for the environment. Thanks and good day.
Recently we have been receiving complaints of regular Bounty Hunter harassment in your jurisdiction New York system.
These self proclaimed law enforcers are constantly questioning our traders, reconnaissance ships and military escort wings about all sorts of issues that concern the Liberty Navy and the LSF.
Some even go so far as to shoot against us, we don't have the best of the relations with the Bounty Hunters but we don't shoot them on sight or provoke them.
If on occasion we have Bounty Hunter pilots in our holds is because they shoot at us first, in their greediness of capturing maybe one of our Citizens who still has bounties running on him, they try to take on our ships, and we in defense destroy their ships and tractor the pilots in (which is a lot better than let them wait in the void until the capsule's life support systems run out and they die a horrible death) and release them on our base at Gammu, where after they pay for the damage compensation (pay in credits, we don't have slaves), they can take passage on the first merchant that'll take them.
Also regarding Nomads, we are in the the frontiers edge, and deal with hostile Nomads on a daily base, we are a regular supplier of Nomad dead specimens, both to Atka and other research stations. I can reassure the LSF that none of our Nomad cargo is dangerous or harmful to your citizens.
With the Nomads growing in numbers as you can see, the research stations require more and more specimens to find a way to contain this aggressive species, we try to do our best in our part on a fight that is not only of the Republic or of the Zoners but of all Humanity.

Unfortunately, New York, as a northern system, is out of my jurisdiction except for reasons of national security. However, I shall offer my thoughts regardless, to be forwarded to the LSF and Northern Alliance;
This is unacceptable. This is COMPLETELY UNACCEPTABLE. Scanning our patrol wings is the jurisdiction of Mission Control centres and the At-Arms military police of the Navy. Harassing civilian ships and legitimate businessmen who fuel our economy and keep Liberty vibrant and alive is COMPLETELY UNACCEPTABLE.
Fleet Admiral Woolsey has previously discussed this matter with me over private comms. I cannot, for security reasons, reveal the exact details of our conversation, but suffice to say, we both find this behaviour abominable and will be ordering a full investigation into it.
However, the carrying of any sort of lawful pilot in the cargo hold constitutes KIDNAPPING, which is punishable under the soon to be congressionally passed Liberty penal code by a 75,000,000 fine. As ex posto facto is not a valid legal application, you are for now warned of it, but do not hold any lawful pilots in your hold in future.
As for Nomadic cargo, I am merely the enforcer of the law sir, I do not make it. Scientific study has shown that even deceased Nomad speciments are capable of environmental contamination unless placed in recently developed containment pods. The licenses devised by the CRI, which I must stress ARE valid in Liberty, are in order to create oversight and accountability of Nomad shippers.
Therefore, if you already have a CRI license to carry Nomadic material, you are free to carry them in Liberty. If you do not, please apply for one. I do not wish to see valuable research material in the fight for humanity go to waste.
When can we expect this ban on mercenaries to be lifted? I have petitioned every LSF, SA and USS I come across for leniency on my vessel. I have done nothing against any person or organization in Liberty nor do I intend to. I simply wish to provide escort for trading vessels ... and your ports are the busiest.

Allow me to take this one. Regarding the matter of the ban, it will be lifted when the security of Liberty is assured and all bounties are lifted, no exceptions. Your case is under review ans you will be notified, however having stated you have petitioned every LSF, SA, and USS you have "come across" betrays the fact that you have maintained a presence within Liberty despite the ban. This is unacceptable, move all Mercenary IDed vessels out of Liberty space until informed otherwise.
