If such a thing were possible, I feel that it should be restricted in use to higher-ranking criminal types, and be unattainable by lawfuls unless tractored (droppable item, maybe?)

Sounds interesting to me. I would design a new ship for this concept having no weapon slots but only a shielding layer and this stealth initiater module. It would be heavily expensive having a good hull hitpoint and would only be used for exploration and recon jobs. And not a big cargo load of course to avoid it being abused by smuggling.

I know, but using such a tech on a ship having weapon slots would cause exploitation and trouble. So I believe its usage should be limited within the camera or a new vessel designed in the same way if it existed.

I don't think masking your system location from long range scanners would be possible to code. The benefit of such a tech would be to provide evading threat elements in a system easier. People would know in which system you were but they would need to close in at least 1k range to that vessel by any chance to detect it. Quite a nice idea I believe. But the question is, would that be possible to code or not?
