"Best" ship and weapon combo is solely defined by the pilot's "taste", not the stats.
You want to find the fighter combo which'd work best for you? Here's my suggestion: Don't ask others. Just go buy a bunch of ships with different loadouts and try it out for yourself.
While i second arelms statement for the sake of individuality, there is a certain trend on how the broad majority choses ships(if given options, that is)
-Maneuverability
-Shape/size
Are the most striking arguments, hull and core is negligible it seems...
So for someone who wnats the freelancer id the Eagle, Touketsu are the classical best buys for agility ....and if you are out for a nice shape the Wasupu (tiny) and the Sabre(nice shape) are those i would try out first....
If you want it a bit more exotic try out the Virage which is huge but fast( basically a fattened eagle), or take a peek at HFs like the Bajonet for ultimate agility...
As for guns: If codies then Excals or Heimdalls or if not available those "hammer" thingies propably....thought Flashpoints are much easier to aim (at least for me)
Get that and you can be one of the best no matter what you're flying
- high frame rate
- lower ping then your opponent
- a half decent mouse
and you'll win against the most 'skilled' players out there 9 out of 10 times
If you abuse the Framerate limit then, sure you;re a lot better because you're jittering.
But then again, that won't help you kill a skilled player fast.
You just don't get hit as often you'd normally get.

Joe pretty much summed up the usage of 600ms 2.0 refire guns.
Best still is just to find the guns / ship you're comfortable with.
For example you might aim better with a gun that has a nice effect to it.
And a nice sound. For some reason I kind of like Iron Hammers. Quiet sound big punch.
Can always try Golden Blades the 50ms extra speed they have to really make up for the lack in damage.
Well those two are great aswell, but i think at least with the Wraith you get quite some nerfage on the powercore if you flash a Freelancer ID (not sure if it is already "too much" to fly, dunno)
Frankly anything small and fast will likely do better... if you can fly it and aim. But everyone has different styles and every ship has its own advantages. Personally I like the Titan and the Manta for shooting things... and a Werewolf, if you can land your first tartarus shot the sammies eat hull very nicely, but the ship is massive.
I will always main a Collector though, just because it fits my main character's RP and my playing style. If you can get those two things to match you are all set.
Just keep trying different styles, or something that you enjoy. For me i like jousting mostly so i looked for weapon types that worked for it. Example: Mini Razors, Sunslayors, Sidewinders work for me. But keep in mind what the ship you pick is good for also. A small but powerful ship would excel at MR like da Hyena or Gladiator. Titan can work for sunslayors or sidewwindrs but for MR its a pain because of the positioning of the gun on the ship.
Then there are the guns.
If you wana do pure MR for example then get shield busters. If you need to use guns in a dogfight or group fight however then its bust to get a mix of the 2 since you will only be useful if someone targets you.
