Hello, Today in New York just outside Manhattan I had a little "Incident" with one of your Transports. His name was Kaido Marahu in the liner Jounestu.

Aparently he had a Civilian Pilot not marked crew member which is not allowed in Liberty. In the law book it sates the following:

The possession of Civilian pilots and Liberty personnel is not permitted. Any ships found to have pilots aboard will be ordered to release them to the nearest ranking Liberty forces vessel, or to the nearest lawfully patrolled base or planet.

Requesting to drop them and him refusing I had no choice but to engage. The reason I am contacting you on the matter is not for the ship damage but he or she made me feel disrespected as he tried to lawyer me on the laws I knew.

After the little engagement I left him alone feeling that I got my message across, He said he would sue me for the damage. Let it be known I will not pay unless instructed by my superiors to.

First allow me to thank you for bringing this to my attention.
Samura Omotai Zaibatsu places great value towards all members of groups attempting to keep the peace for their people.
We also hold our reputation of great importance as well, especially in regards to our large trading partners like the Republic of Liberty.

I find this incident regrettable to say the least and feel that this whole situation could of been handled so much better with a little more communication from all sides concerned.

Having said this however, Samura is not a corporation that enforces law, neither in Kusari or Liberty.
This incident happened in the jurisdiction of the Republic of Liberty and short of providing Kaido-san with legal counsel, there is not much Samura can do.

I shall be having private words to our esteemed director in regards to Samura's policies and the situation that has transpired.
My advice to you would be to take this matter to your superiors so that it is handled in the correct manner in regards to Liberty legal policies.

My whole point was to be avoided being pinned as the aggressor. From the very beginning your pilot was very insulting to me. Now that I got that out I am not in pursuit of anything. I just wish to refresh you and get to the nitty gritty on the law as it has been slacking in the recent weeks. A Okada Kazuya said this could have been settled very easily with more communication. All I wanted was for him to drop the pilot or dock and get him marked as Spaceship crew instead of Civilian Pilot.

With that said I wish I had not engage your pilot as I think this is getting out of hand, And I intend to end that. - I deeply am sorry for my conversation with your pilot, But I am not sorry that he was indeed breaking the law and he was indeed refusing to comply. I do not want him to be punished but I do not wish me to be punished either.

With that said, I wish this to be dropped on both sides for the wellness of me and Samura.

Very well Cleric-san, I understand your position.
Please do not apologise to me for doing your job, as I said earlier, Samura Omotai Zaibatsu has nothing but respect for the men and women who place their lives on the line to uphold the law and peace of their people.
I can not think of a more noble profession.

Samura Omotai Zaibatsu will not, as an entity, be placing any complaints against you for the execution of your job.
We will however be keeping a record of this communication for the purposes of any defense we may have to take in the future.

While I believe that this may of been handled better, I understand the position you are placed in by being issued with orders to enforce laws that were not thought through clearly to cover the situations officers face in the field.
Whether Kaido-san wishes to push for any damages and whether you yourself wish to take this any further within Liberty is of course up to the indiviuals involved.

Samura Heavy Industries will however be moving forwards with challenging the Republic of Liberty in regards to this law and hopefully rectifying the wording to be better suited to the real situation that is happening is space everyday around Liberty, outside the offices of gentlemen that may have forgotten, or never known the situation officers are placed in every day.

My hope is that this will not only allow safer transit for traffic in Liberty, but better conditions for the fine officers of the LPI to opperate in.
